New Erasmus Mundus Masters Course on Flood Risk Management

Overview

On 13 July 2010, the Erasmus Mundus Grant Committe has selected UNESCO-IHE's proposal on a new Masters Course on Flood Risk Management for funding under the 2010 Erasmus Mundus Action 1 Call for proposal. The new Masters Course will be offered in collaboration with the Technical University of Dresden (Germany), Technical University of Catalonia (Spain) and University of Ljubljana (Slovenia).

Integrated flood risk management aims to reduce the human and socio-economic losses caused by flooding while at the same time taking into account the social, economic, and ecological benefits from floods and the use of flood plains or coastal zones. The need for the adoption of a holistic integrated approach to managing flood risks has been reflected in the Flood Directive of the European Parliament. Existing Masters programmes on floods offered at EU cover many technical aspects but lack integration. The programme follows the holistic approach and is explicitly designed to cover a wide range of topics - from drivers and natural processes to models, decisions and socio-economic consequences and institutional environment, and is therefore an important advance in water education for Europe.

The Erasmus Mundus Masters Course on Flood risk management is offered by the consortium consisting of UNESCO-IHE Institute for Water Education (the Netherlands), the Technical University of Dresden (Germany), the Technical University of Catalonia (Spain) and the University of Ljubljana (Slovenia). The associated members include European hydraulics laboratories, namely, DHI (Denmark), Deltares and HR Wallingford (UK), and from key national organisations responsible for flood management, including Rijkswaterstaat (the Netherlands). ICHARM (Japan), and three organisations from Bangladesh are associated members as well. All these partners bring their specific complementary expertise in flood risk management to the EMMC, which graduates educated flood risk professionals with a broad vision of the processes occurring in river basins and in coastal zones at different spatial and temporal scales, and who can master the links between systems, processes and natural and socio-economic constraints for all the aspects of the water cycle.

During the 2-year programme students start at the Technical University of Dresden, where they complete their first semester with 30 ECTS with courses on hydro-meteorological processes, global change and its impact, flood risk management and GIS. Then the students move to UNESCO-IHE for their 2nd semester with 30 ECTS where they receive courses on modelling for planning, forecasting, control and decision support, hazard mapping, ICT, and fluvial flooding and urban flood disasters. Subsequently, the students move to the Technical University of Catalonia to follow part of their 3rd semester with 20 ECTS with courses on hazards due to flash floods, debris flow, coastal flooding, and climate change. The last part of the 3rd semester is hosted by the University of Ljubljana where students follow courses on spatial planning, and socio-economic and institutional framework of flood risk management to earn 10 ECTS. Each semester provides a number of electives, and there are international fieldtrips. Finally, the students carry out their thesis work (30 ECTS) at one of HIEs or with an industrial partner. Successful candidates receive MSc degrees from the Technical University of Dresden, UNESCO-IHE and the Technical University of Catalonia, Barcelona.

Partners:

•UNESCO-IHE Institute for Water Education, Delft, the Netherlands (Co-ordinating Institution)
•Technical University of Dresden, Germany
•Technical University of Catalonia, Barcelona, Spain

Overview

ASCoR currently has one vacancy for a PhD candidate for the project ‘Health campaign effects: The role of interpersonal communication and exposure to news media messages as competing sources of information'.

David H. Smith Conservation Research Fellowships

Overview

The Society for Conservation Biology is pleased to solicit applications for the David H. Smith Conservation Research Fellowship Program. These Fellowships enable outstanding early-career scientists based at a United States institution to improve and expand their research skills while directing their efforts towards problems of pressing conservation concern for the United States. The Program especially encourages individuals who want to better link conservation science and theory with pressing policy and management applications to apply. We envision that the cadre of scientists supported by the Smith Fellows Program eventually will assume leadership positions across the field of conservation science. Fellows are selected on the basis of innovation, potential for leadership and strength of proposal.

Smith post-doctoral Fellows will be awarded two years of support for applied research in the field of biological conservation. Fellowship applicants must have received their doctorate within the last five years, demonstrate high potential for innovative research and leadership in their field, and propose a research plan that creatively and effectively addresses a pressing conservation question. Each Fellow is mentored by both an academic sponsor who encourages the Fellow's continued development as a conservation scientist, and a conservation practitioner who helps to connect the Fellow and her/his research to practical conservation challenges. Fellows must secure sponsorship from an academic sponsor at an institution in the United States well-suited to carrying out the proposed research. Each fellow will choose a field mentor with expertise and experience in "on-the-ground" application of conservation science and who is associated with a government agency, nongovernmental organization, or other conservation organization. Applicants who arrange for mentors and research sites before submission of their application provide the review panel with strong evidence of initiative and leadership, and help to ensure that proposed research is
relevant to conservation practices. Fellowships are spent primarily at the sponsoring academic institution or at the location best suited to conducting the research; up to four weeks each year will be spent in professional development training.

Smith Fellows in 2011 will be selected for their leadership potential, and their ability to conduct innovative applied research that promises to improve the effectiveness of conservation practice. Emphasis is placed on research that will advance conservation science. Research approaches may include comparative studies, synthetic analyses across sites, experimental or observational studies, applied modeling, or any combination.

Individuals with outstanding, innovative skills in research and communication are encouraged to submit Fellowship applications with research proposals aimed at the above or any other issue relevant to conservation biology. The Program expects to select four Fellows in January 2011 for appointments to start sometime between March-September 2011. Fellowship awards include an annual salary of $50,000, benefits, and generous travel and research budgets.

Eligibility and Award Terms

Eligible individuals must have completed their doctorate within the past five years or by the time the award is made in 2011. Applicants who have not yet completed their doctorate must clearly indicate on the application the date the degree is expected.

Each Fellow will receive an annual salary of $50,000 plus benefits, with the post-doctoral position expected to run for two consecutive years. In addition to the stipend, each Fellow receives a travel budget of over $8,000 and a research fund of more than $32,000 across the 2-year fellowship period.

Fellows will spend up to four weeks per year during their fellowship attending orientation and training events. These offerings provide opportunities to cultivate professional networks and to gain better understanding of applied research needs. Fellows will participate as a group in three or more Program-sponsored meetings, conferences, or professional development events each year. Each Fellow also will consult with their mentor(s) to identify and secure additional opportunities to
learn about problems and issues in applied conservation. Beyond these obligations, Fellows are expected to pursue the research outlined in their proposal full-time.

Fellows will be employed by the sponsoring academic institution. The Program will provide up to 5% of the total indirect costs as overhead reimbursement to this institution. Second-year renewal of the fellowship is contingent upon satisfactory progress (including but not limited to participation in orientation, training, and professional development events) as well as timely completion of detailed interim and first-year activity reports.

*Deadlines and Contact Information* All application materials, including letters from sponsors and references, must be received by Society for Conservation Biology to smithfellows@ conbio.org by 5pm EST on *September 24, 2010*. The selection process begins immediately after this date. There are no extensions to this deadline and incomplete applications may be disqualified. Questions about the application process may be directed to the Smith Fellows Program at smithinfo@smithfell ows.org .

More details about the application and the selection process are available at http://www.conbio.org/smithfellows/.

Overseas PhD Studentship in Content-Centric Networking, University College London

Overview

A PhD studentship in Content-Centric Networking (CCN) is available following the award of the recent European Union FP7 research project COMET - Content Mediator Architecture for Content-aware Networks. Funding is available to support overseas fees and stipend costs for a period of three years. We are looking to recruit a very high calibre PhD student to work in this emerging area of crucial importance. While the fundamental Internet protocols were originally designed to enable host-to-host communication, the vast majority of the current Internet interactions address user-content access (web, content delivery networks, video/photo sharing sites, etc.) or user-user communication (voice over IP, text-based chatting, etc.) As such, many researchers are currently considering evolutionary and revolutionary new architectures that will better support content-centric operation. Evolutionary approaches operate in the application layer and start from previous content-delivery architectures while revolutionary approaches examine radical new network architectures focus on user-content and also support user-user interaction. The emerging content-centric networking area has started receiving significant attention worldwide, with an underlying belief that it will lead to a CCN-oriented Future Internet.

This area brings together new naming architectures, dynamic content caching, anycast communication and better-than-best-effort quality of service among other constituents and potentially involves new protocol design, modelling, implementation and evaluation for the best support of efficient content access. The PhD student will work in the context of the COMET project team and will benefit from (and contribute to) relevant ongoing research.

The studentship available will be supported by UCL and the COMET project (Content Mediator Architecture for Content-aware Networks), see http://www.comet-project.org/ COMET looks at both evolutionary and revolutionary approaches for future CCNs, starting from an overlay-based content mediation plane and examining potential approaches to realise this natively in network routers for the future Internet. As such, we are looking for candidates with excellent computer and/or electronic engineering background while strong analytical/mathematical skills will be a significant advantage. Experience of research, design/development and evaluation on networking, network management, ns-2 simulator, Linux, Java, C/C++ or similar would be desirable.

The studentship is available for three years and covers overseas tuition fees, plus a stipend at c. £15,000 pa (tax free), increasing with inflation. We are looking for the prospective student to start in October 2010 or at the latest in January 2011. As such, a selection may be made before the closing date of the 30 September 2010.

Applicants must fulfil the normal academic requirements for acceptance for postgraduate study in the Department and applications should be made using the postgraduate application form, at http://www.ucl.ac.uk/prospective-students/graduate-study/application-admission , or from PhD Enquiries, +44(0) 20 7679 7307. Candidates should indicate under „Programme of Study‟ that they are applying for "PhD Electronic & Electrical Engineering. COMET - PAVLOU". Two complete sets of the application should be sent; one to UCL Admissions and the other addressed to PhD Administrator, Dept of Electronic and Electrical Engineering, UCL, Gower Street, London WC1E 6BT.

Informal inquiries can be made to Prof. George Pavlou (g.pavlou@ee.ucl.ac.uk).

Closing Date: 30th September 2010

Master’s Scholarships for Public Policy and Good Governance (PPGG)

Overview

This programme is designed to academically qualify future leaders in politics, law, economics and administration according to the principles of Good Governance and to prepare them in a praxis-oriented course for their professional life. The programme offers very good graduates with a first university degree the chance to obtain a Master’s degree in disciplines that are of special relevance for the social, political and economic development of their home country. With the knowledge and experience acquired in Germany the scholarship holders should later contribute to the establishment of democratically oriented economic and social systems aimed at overcoming social tensions. In addition, the training at German institutions of higher education should especially qualify the scholarship holders as partners in political and economic cooperation with Germany. With this programme, DAAD intends to contribute to the support of Good Governance and civil society structures in selected partner countries and regions.

Who can apply?
The scholarship scheme is open to candidates from Africa, Latin America, South Asia, Southeast Asia as well as from countries in the Middle East (see attached list of countries).

Target group
Very well qualified graduates with a first university degree (Bachelor or equivalent) who in the future want to actively contribute to the social and economic development of their home countries. The scholarships are offered both for young graduates without professional experience and for mid-career professionals.

What is fundable?
The scholarships are (generally) for two-year Master courses at a German institution of higher education. The successful candidates will study on one of the selected Master courses listed below. The courses have an international orientation and are taught in German and/or English.

The scholarship holders will study in groups and be offered special tutoring at their host institutions. Furthermore, there is the possibility of networking events for participants in different courses and their attendance at tailor-made summer-schools.

Before taking up their Master studies the scholarship holders will be placed on German courses in Germany for normally 6 months (this also applies to scholarship holders in Master courses taught in English).

DAAD pays a monthly scholarship rate of currently 750 EUR. The scholarship also includes contributions to health insurance in Germany. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances.

Selection

In addition to the study results achieved so far, the main criterion for selection is a convincing description of the subject-related and personal motivation for the study project in Germany and the expected benefit after the return to the home country.

For Master courses taught in German or in German and English, good knowledge of German (ideally at completed A 2 level at the time of application) is an advantage for being able to pass the German language test required for admission to the Master programme at the end of the six-month preparatory German course. For courses taught in English, proof of good knowledge of English (generally a minimum of 550 TOEFL scores or equivalent) is required.

The university degree should have been obtained during the six years before the application for the scholarship. Applicants cannot be considered if they have been in Germany for more than one year at the time of application.

All Master courses have further additional requirements that must be fulfilled by the applicants at any case.

Application

Application papers to be submitted include

DAAD application form for research grants and study scholarships (please download here);

Motivation Letter containing a precise description of the applicant’s academic / professional and personal reasons for wishing to participate in the programme;
Full Curriculum Vitae including information about precise field of study and, if applicable, description of job experience;
Recent language certificates giving evidence of your level of proficiency in English (TOEFL, IELTS) and if applicable in German. Please make sure to register in time for the respective tests. Fees for obtaining such certificates are considered as a personal career investment and will not be reimbursed.
Two letters of recommendation by university professors and/or current or former employers;
Officially authenticated copies of all certificates.
Further information about the papers to be submitted is listed on the application form which can be also obtained from the Internet ( www.daad.de/de/form), from the diplomatic and consular representations of the Federal Republic of Germany or from the local DAAD lecturers, Offices or Information Centres. The application must be written in English or German. Papers should not be stapled and preferably be in DIN A4 format (or smaller).

DAAD cannot consider incomplete applications.

Applications have to be made for one of the Master courses listed below. You can indicate a second choice from the list. Studying on a Master course not included in the list cannot be funded within this programme.

The decision on the award of scholarships will be taken by a selection committee composed of professors from the Master courses and representatives of DAAD.

Deadline

The complete set of application papers must be submitted by 15 August 2010 to the usual application address in your home country (in most cases the local DAAD or diplomatic representation) .

Contact and advice

Further information can be obtained from DAAD Section 444 (public-policy@daad.de).
