Overview
U.S. Embassy in cooperation with the Bureau of Educational and Cultural Affairs and Institute of International Education is pleased to announce that it is soliciting nominations for outstanding foreign students worldwide to participate in the 2011 International Fulbright Science and Technology Program.
Grantees will be enrolled for Ph.D. study at top U.S. universities in the fields of science, technology, or engineering for academic year 2011-2012.
Winners of 2010 Awards came from 46 countries from all world regions and represent a wide variety of fields in science, technology and engineering, including biology, computer science, mathematics, mechanical engineering, neuroscience, and physics. Thirty-six percent of the winners were women. Recipients were chosen through a rigorous, multi-tiered, merit-based selection process consisting of in-country competition and review, and field and discipline merit review by top-level U.S. academic leaders. Final selection was made by the Presidentially-appointed J. William Fulbright Foreign Scholarship Board. Award winners are placed top U.S. institutions, including Brown University, California Institute of Technology, Massachusetts Institute of Technology (MIT), University of California at Berkeley, University of Illinois at Urbana-Champaign, and Stanford University. Approximately 45 awards will be granted worldwide for candidates who demonstrate unique aptitude and innovation in scientific fields.
We kindly ask you to inform the U.S. Embassy of your intention to apply for the program by April 25, 2010.

ELIGIBILITY:
Applicants must be citizens of countries where there is an active Fulbright Foreign Student Program and must apply through the U.S. Embassy in their country of citizenship. Applicants must have completed an undergraduate degree before August 1, 2011, and be proficient in English with a recent TOEFL score (or equivalent) of 580 or higher. Please note, that TOEFL test should be taken after the interview round at the U.S. Embassy. On some cases the U.S. Embassy will be able to provide you with a test voucher, please contact Jane Susi for more information.

1. aeronautics and aeronautics and astronomics/aeronautical
engineering
2. agriculture (theoretical or research-based focus only)
3. astronomy/planetary sciences
4. biology
5. biomedical engineering
6. chemistry

9. engineering (electrical, chemical, civil, mechanical,
ocean, and petroleum)
10. environmental science/engineering
11. geology/earth and atmospheric sciences
12. information sciences and systems (engineering focus only)
13. materials science/engineering
14. mathematics
15. neurosciences
16. oceanography
17. public health (theoretical research focus only)

VISA SPONSORSHIP:
Grantees will receive J-1 visa sponsorship under the Fulbright Student Program for up to five years starting approximately August 2010. After five years, if necessary, ECA will transfer sponsorship to the host university assuming satisfactory continuing progress toward Ph.D. completion.
FUNDING:
All grantees receive tuition, a monthly stipend for up to 36 months, health and accident coverage, a book and equipment allowance, professional conference allowance, travel support, and specially tailored enrichment activities, and are eligible to apply for additional research funding. After three years, U.S. universities have agreed to fund the remaining expenses toward completion of a Ph.D.
SELECTION PROCEDURE AND TIMELINE:
February 1, 2010 - Electronic application will open for the program applicants
April 25, 2010 - Last date to notify the U.S. Embassy contact person about your intention to apply
June 1, 2010 - Last date to send your application and supporting documentation to the U.S. Embassy's contact person
June 1 - 15, 2010 - Interviews with applicants at the U.S. Embassy
June 15, 2010 - In case of nomination the U.S. Embassy will forward the documentation to the administrative body of the program in the United States, Institute of International Education in cooperation with the Department of State
August - October, 2010 - GRE tests and GRE subject tests are due for the nominees; on some cases test vouchers will be available for the nominees through the U.S. Embassy.
Selection of principal and alternate nominees will be determined by September 30, 2010. Candidates will be notified of their status by October 15, 2010.
APPLICATION PROCEDURES:
Each applicant will be required to submit an online application at https://apply.embark.com/student/fulbright/international, along with all supporting documents.
Please inform the Embassy about your intention to apply by APRIL 25, 2010, contact person Jane Susi, SusiJ@state.gov, 6688 155. This is important for planning the test vouchers. A complete application includes:
- a clearly written research objective
- a professional resume
- Three letters of reference (submitted electronically and attached to the online application or official paper copies sent by mail)
- Official (or scanned and attached to the online application; official paper transcripts should also be sent at a later date) academic transcripts from each post-secondary institution attended
- Score reports (as soon as available)
- TOEFL or IELTS or other English language proficiency exam (for non-native speakers of English)
- General GRE exam
- GRE Subject exam (if applicable and available) For testing information, please contact the Educational Advising and Testing Centers at Tallinn Technical University and the Tartu University Library.
Deadline for application is June 1, 2010, but Embassy must be informed of your application intention by the above mentioned April 25 date, since submission in through Embassy only. Interview at the Embassy will follow close to application deadline.
