Africa: USAID Community Service Learning Award for a higher education partnership with Collège Universitaire Régional de Bambey in Senegal

Overview

Higher Education for Development (HED) mobilizes the expertise and resources of the higher education community to address global development challenges. HED manages a competitive awards process to access expertise with the higher education community in coordination with the American Council on Education (ACE), the American Association of Community Colleges (AACC), the American Association of State Colleges and Universities (AASCU), the Association of American Universities (AAU), the National Association of Independent Colleges and Universities (NAICU), and the Association of Public and Land-grant Universities (APLU).

Funding from USAID’s Bureau for Economic Growth, Agriculture and Trade, Office of Education (EGAT/ED), as well as USAID’s functional and regional Bureaus and worldwide Missions supports higher education partnerships to advance global development, economic growth, good governance, and healthy societies. These partnerships provide training, applied research, program evaluation, policy analysis, and program implementation, which are critical to furthering USAID’s foreign assistance goals.

Amount Awarded

Higher Education for Development (HED) anticipates making one (1) award of up to $300,000 for three years for a higher education partnership with Collège Universitaire Régional de Bambey in Senegal. This partnership will focus on developing and implementing community service education models and techniques that support student internships and partnerships with local middle school teachers. The partnership will aim to improve middle school teaching methods on topics of health including nutrition, sanitation, and food safety. The partnership will also focus on information communication technologies (ICT) to improve middle school teaching and learning.


Partnership DescriptionThe partnership will strengthen the overall capacity of CUR-Bambey via:

◦developing targeted community service programs;
◦improving curricula;
◦promoting the link between the university, middle schools and the community; and,
◦designing programs that prepare faculty and students for program replication.

CUR-Bambey will then be able to provide effective community service curriculum, and support middle school teacher education. The partnership is also expected to help the Senegalese Ministry of Higher Education and CUR-Bambey develop teaching modules and training-of-trainers programs that cover health (e.g. nutrition, sanitation and food safety) and ICT. All materials and courses resulting from this partnership should be produced and delivered in French.

Applications must address monitoring four areas of performance:
(1) Human capacity building at the partner institutions (both for the host country and U.S. partner);

(2) Institutional capacity strengthening for the partner institutions (both host country and U.S partners.);

(3) Contributions to host-country national health and information communication technology development goals; and

(4) Cost-effectiveness of partnership activities/programs.

Applications must contain an implementation plan that can be realistically completed within three years, and a plan for making activities sustainable beyond the funding period. The implementation plan must include an outline for assessment of program impact at the conclusion of the funding period. It is expected that one of the first steps for the implementers will be to collect baseline data.

Online Information Session:

HED is organizing an online information session on April 9, 2010 with United States Agency for International Development (USAID) for interested applicants. During this session, applicants may submit questions concerning this RFA to representatives of Collège Universitaire Régional de Bambey and HED using a web-based forum. Applicants are asked to register for the information session by April 2, 2010 by sending an e-mail to Hazel Cipolle at hcipolle@hedprogram.org. Sending questions in advance of the online information session is strongly recommended and are due by April 2, 2010.
